Participants deliberated on the findings of the evidence brief for policy on Health Insurance in Uganda. A total of 37 stakeholders from Government/Ministry of Health & the Parliament, Private sector/industry, Insurance providers (private and community), health service providers, Health Management Organization and the Academia attended.
Action points (AP) were:
AP 6.1: MoH to circulate the updated version of the UNHIS Bill 2012
AP 6.2: MoH to co-opt members into a working group to meet periodically to move forward the UNHIS 2012 Bill
AP 6.3: MoH to contact Ministry of Finance to determine status of certificate of financial implication
AP 6.4: Stakeholders agreed to develop a consensus on minimum agreed points on what is in the UNHIS Bill. This will drive the joint efforts to move forward the UNHIS agenda. Generally members agreed that:
- Premium rates should go down if the scheme is to be feasible and acceptable
- Inclusion of the informal sector crucial
- Inclusion of the rural communities absolutely crucial for political buy in
- Scheme should be independent of political interference
- Safeguards should be in place to curb corruption
- We should start small and in a targeted way (phased implementation).
